This essay traces the historical development of the School of Specialisation in Public Administration Studies (Spisa), highlighting its role in advancing administrative science in Italy. The analysis covers three phases: the 1950s, when leading political scientists joined Bologna through an agreement with the University of California, Berkeley; the 1960s-70s, marked by collaboration with the Ford Foundation; and the maturation phase from the 1980s, when Spisa became a major centre for public administration research under Fabio Roversi Monaco’s leadership.
