The paper analyses the innovation targets and sustainability goals in the Italian energy sector focusing on the topic of energy communities as a new form of partnership that fits into the public regulation of energy and in the new P ublic Procurement Code. The goal is to identify virtuous legal mechanisms for implementing energy communities and rethinking the role of local public utilities within the electricity supply chain. Thus, the study analyses the role of local governments in the development of energy communities. It highlights their possible forms of participation, while also reflecting on the importance of their role within the energy transition process.
