This essay reviews the main moments of European integration from the 1970s to the signing of the Maastricht Treaty. This periodization serves to demonstrate that the results acquired in the 1990s can be interpreted more as a point of arrival for the challenges that emerged in the 1970s than as a program for the new international order that was imposed after the end of the Cold War.
