The contribution – which originates from a hearing in front of the Budget Committees of the Chamber of Deputies and the Senate – analyses the impact of the new Stability and Growth Pact on the Italian constitutional system and the possible reforms needed. It argues that there is no necessity to amend art. 81 and 97 of the Constitution, as revised in 2012, but the need to intervene, in depth, on the "organic" law no. 243/2012, on the law no. 196/2009 and on parliamentary rules of procedure, also with regard to the procedures involving the Parliamentary Budget Office and the Court of Auditors, in order to increase the forecasting and planning capacity of the Italian institutions and ensure a better synchronization of the related timelines

Il contributo – che trae origine da un’audizione presso le Commissioni bilancio di Camera e Senato – analizza l’impatto del nuovo Patto di Stabilità e crescita sull’ordinamento italiano e le possibili riforme necessarie. Sostiene la non necessità di emendare gli artt. 81 e 97 della Costituzione, come revisionati nel 2012, ma l’esigenza di intervenire, in profondità, sulla legge “organica” n. 243/2012 e sulla legge n. 196/2009, nonchè sui regolamenti parlamentari, anche con riguardo alle procedure che interessano l’Ufficio Parlamentare di Bilancio e la Corte dei Conti, al fine di accrescere la capacità previsionale e programmatica delle istituzioni italiane e di assicurare una migliore sincronizzazione delle relative tempistiche.
