The potentialities offered by the data economy are several. This paper intends to observe its main implications in the delivery of new online public services. They represent a peculiar mode of operation of service delivery which takes place on a four level interaction between administration and citizen-users, through the application of information technology. The analysis of the various stages is necessary for understanding the ability of online services to translate the circulation of large data flows into greater market efficiency and competition, as well as better quality for the final user of the services provided. The survey perspectives are three: first of all, adaptation to European digitization standards by 2030, also to foster effective realization of the internal market; secondly, the element of active participation by users in obtaining the service, reshaping the State-citizen relationship; finally, the pandemic as an accelerator for the digitization processes in public administrations, a key pillar also of the NRRP. These reflections provide an opportunity to understand if the State has the ability to become not only the largest collector of data but, also, a good manager
