The Italian government developed very limited practice of new technologies applied to legislative. Indeed, most of the processes take place, on purpose, in paper form, with the specific aim of centralizing the processes and maintaining the monopoly of drafting in the hands of a few and selected offices of the Presidency of the Council of Ministers and the Ministry of the Economy and Finance. However, by observing relevant recent practices it is possible to grasp interesting insights into the development of government dynamics between the pandemic and the implementation of the NRRP.
