Taking as its starting point the observation of the high degree of obsolescence of the Italian system of permanent commissions, this paper will examine the challenges raised by the reduction in the number of MPs with respect to the number of commissions, their composition in terms of compliance with the criteria of proportionality and representativeness, and the distribution of deputies and senators between monocameral and bicameral commissions. Following an incremental approach, from the “zero option” or minimal intervention to the most radical one, some reform hypotheses of the system of commissions are discussed. The conclusions will try to demonstrate that it is necessary to establish at least an intermediate option of revision of the regulations, including surgical but coordinated interventions, or, preferably, a new organic design of the geometry and geography of the commissions, combining permanent commissions and specialized commissions with control functions, to special commissions responsible for the supervision of the legislative function.
Partendo dalla constatazione dell’elevato grado di obsolescenza del sistema di commissioni permanenti italiano, questo contributo considererà le questioni che il taglio dei parlamentari pone quanto alla numerosità delle commissioni, alla loro composizione in termini di rispetto dei criteri di proporzionalità e di rappresentatività e alla distribuzione di deputati e senatori tra le commissioni monocamerali e bicamerali. A questo punto, secondo un approccio incrementale, dall’“opzione zero” o minimale di intervento fino a quella più radicale, si passano in rassegna alcune ipotesi di riforma del sistema delle commissioni, provando ad argomentare nelle conclusioni che occorre attestarsi quanto meno su un’opzione intermedia di revisione dei regolamenti, con interventi chirurgici, ma coordinati, o, auspicabilmente, su un nuovo disegno organico della geometria e della geografia delle commissioni, che accanto a commissioni permanenti e specializzate per materia con funzioni di controllo assegni a commissioni speciali il presidio della funzione legislativa.
