I “governi tecnici” nell’esperienza repubblicana italiana

The " technical governments " in the Italian parliamentary experienceThe contribution proposes a general definition of the category of the so called "technical goverments" and then applies it to the Italian parliamentary experience: that is, to the executives led by Carlo Azeglio Ciampi(1993-1994), Lamberto Dini (1995-1996) and Mario Monti (2011-2013).Later on, following a Constitutional law approach, it evaluates the compli-ance of these experiences with the Italian Constitution, also at the light of the impact of the European Union dynamics on national level, which are encouraging the formation of executives supported by a wide parliamentary majority and fostering the risk to elude political responsibility. Finally, the essay concludes with some quick observations on the current debate onConstitutional reforms in Italy and on the use of the controversial expression "wise men/women" to refer to experts called to express technical ad-vises to the President of the Republic or to the Government.
