The health crisis caused by the Covid-19 pandemic created a framework of strong socio-economic instability in all EU Member States. Short-term work schemes have been at the heart of the Member State emergency policies to protect employees and self-employed and reduce the incidence of unemployment and loss of income. The exponential request to access these subsidies has led to an increase in national public spending. As part of the support package to deal with the economic impact of the Covid-19 crisis, the Council adopted a regulation creating a new supranational temporary support tool to decrease the risks of loss of income and jobs: theso-called SURE. The paper will analyze what are the reasons that made its creation necessary, how this scheme fits within the European Union legal order, how it works, and what kind of solidarity it entails.

Abstract
