Le scelte della politica delle privatizzazioni, fra vincoli e sinergie europee

The text describes the policy guided by Carlo Azeglio Ciampi, as Prime Minister of Italy (1993-1994) for the privatization of part of the, at the time, State owned companies. The analysis concerns both the policy intent and the constraint/opportunities deriving from the legal system of the European Union, in particular the rules on State aids to companies and the rules of the economic and monetary union. The text focuses on the intensive discussions between the Italian government and the European Commission, following the Efim infringement procedure, concluded by a special formal deal. The result of which was to lead in Italy to a significant privatization action, that changed the economic framework of country.
