Competences as a combination of knowledge, skills and others inborn or acquired personal attitudes are the core of the human capital. International tests of learning outcomes from primary school to adults at work aim to capture the quality of the human capital compared to quantitative measures. There are also empirical evidences that adult competences applied at work enhance labour productivity at company level and activate the virtuous circle from human capital to a strong, sustainable and balanced growth by disseminating new technologies and work-organisation practices. The transition from a traditional knowledge-based to a competence-based educational-training system is by now unavoidable along with strategies putting people and their talent first.

Abstract
