The Italian Public Procurement Code is constantly subject to regulatory changes. The Italian legislator always seeks the best way to implement European discipline. In the past he has not taken proper account of the trends that emerged in European legislation and ECJ case law. During the last year, the Unlock Italy Decree and the Simplifications Decree have further amended the sectoral framework. The epidemiological emergency has opened a new phase, derogating and accelerating public procurement procedures. It is necessary, however, to find the right balance between efficiency and guarantee.
