The essay builds on the agreement signed by the Committee of the Senate on European Union policies and the Conference of Presidents of Regional Legislative Assemblies, which creates new experimental procedures on the participation of the regions in the ascending phase. The agreement needs to be looked at from the perspective of the new role given to regional parliaments in the Lisbon Treaty. The italian adjustment to the Lisbon Treaty first with the law 234 of 2012 and then – on a parliamentary level – with some experimental procedures that however have not fully covered the role of regional parliaments and the connection of these with the Parliament have been clearly explained. The agreement arises from the need of designing and introducing experimental procedures for a greater involvement of regional parliaments at a national parliamentary level. Last but not least is a comment to article 55 of the text of the constitutional reform that is currently under discussion. It foresees a Senate representing the autonomies with a major ‘European’ role in the greater picture of the debate over euro-national parliamentary system.
Il contributo analizza l'accordo firmato dalla Commissione sulle politiche dell'Unione europea del Senato e dalla Conferenza dei presidenti delle assemblee legislative regionali, che crea nuove procedure sperimentali sulla partecipazione delle regioni alla fase ascendente. L'accordo è esaminato dal punto di vista del nuovo ruolo conferito ai parlamenti regionali nel trattato di Lisbona. L'adeguamento italiano al trattato di Lisbona prima con la legge 234 del 2012 e poi - a livello parlamentare - con alcune procedure sperimentali, non ha pienamente coperto il ruolo dei parlamenti regionali e la loro connessione con il Parlamento nazionale. L'accordo nasce dalla necessità di progettare e introdurre procedure sperimentali per un maggior coinvolgimento dei parlamenti regionali a livello di parlamento nazionale.
