Resilience of a community depends on analytical boundary and relationship of community with respect to the external environment. From an heterodox point of view, industrial policy, welfare system, and capital - as the ability of knowledge and competences of an industrial society to convert resources in products and services - are crucial for the resilience of a sovereign community. The manufacturing industry changes are re-shaping economic category, and they require an afterthought of unifying forces of each social and economic community.
