The article – which originates from a parliamentary hearing – tackles one of the crucial knots of the implementing phase of the Constitutional revision bill approved by the Italian Parliament in 2016: the future of the so called “system of intergovernmental State-territorial authorities Conferences”, in relation to the role of the new Senate, which would be indirectly elected by the Regional Councils and composed of representative of Regional and Local authorities. It is argued that the Conferences should survive, but should be “attached” to the Senate: it is up to the Government to act in the Senate assuming a position which is preferably the outcome of a negotiation, within the Conferences, with Regional and Local authorities, thus allowing the Senate to exercise its linkage function between State and territorial authorities.
