I privati nella gestione delle emergenze ambientali: i patti di collaborazione

This article aims to analyze the institution of collaborations agreements: those agreements between Administration and citizens with whom the latter put in place interventions of regeneration or management of urban and territorial common assets and generally in all those emergency situations in which the only public intervention was not able to satisfy the common interest. The main principle that involve the collaborations agreements is the horizontal subsidiarity, a new paradigm for the relationship between citizens and State in which both collaborate to reach the best common interest.
