The article considers how the teaching-expressive function is articulated today, in particular in the case of the Italian Parliament and of its relationship with mass and social media. After providing some insights into Bagehot’s thought on the teaching and the expressive functions in relations to the other parliamentary functions, first of all of the informing one, the author offers a short description of the Italian constitutional basis for the fulfillment of the teaching-expressive function by the Parliament. Hence, a selection of parliamentary tools and procedures enhancing, on the one hand, the transparency and the understanding of the Parliament in the eyes of the citizen (especially the publicity of parliamentary businesses) and, on the other, the opportunities for the civil society to bring claims and grievances to the attention of the legislature is analysed in the contribution (e.g. through hearings, petitions and public consultations). The article adopts as a framework of analysis that of the Parliament in the Internet era and, following Bagehot’s scholarship, tries to strike a balance between the so-called “functional trio” consisting of the teaching, the expressive and the informing functions and the other parliamentary functions. This implies that for a balanced and sustainable development of parliamentary functions one can hardly argue in favour of the complete transparency and disclosure of parliamentary procedures as to improve the representative capacity of the institution whenever this undermines the preconditions upon which the political compromise is built, being such a compromise essential to exercise the legislative and the governing functions.
