After some brief remarks on the individual chap- ters collected in this book (§ 2), Independent Regulatory Authorities (IRAs) are distin- guished from other IBs, in connection with the differences between the regulatory state, the welfare state and the developmental state (§ 3). The concluding section (§ 4) shows why IRAs are (when certain preconditions occur) a necessary component of contemporary constitutional states.
